In December 2011 the Victorian Government introduced the Melbourne Port Licence Fee (PLF) Bill 2011 into Parliament. The introduction of this Bill followed a media release issued by the Government which stated that the previous Government announcement of a Freight Infrastructure Charge would be replaced by a Licence Fee to be applied to Port of Melbourne Corporation.

There has been a change to the IMDG rules regarding Internal Combustion Engines including Vehicles.

Articles with an internal combustion engine will now fall under the scope of IMDG code UN 3166 CLASS 9 and must be declared to the carrier as Dangerous Goods.
