25 Jun Transaction Fee Increase (NZ Customs)
NZ Customs are amending their current fee structure to fully recover costs and to maintain current services without additional Crown funding.
Their fees are being adjusted in phases. The first phase will come into effect 1st July 2025; a second update is scheduled for the 1st April 2026.
It has been identified that certain fee payers are currently contributing in part to the costs associated with high-value sea freight, consolidated low-value goods, and transhipments. This cost allocation is considered inequitable, particularly for shippers of high-value air cargo, who are subsidising services unrelated to their consignments.
The proposed benefit of the new fees package is that shippers of goods, would fund the costs of Customs’ and MPI’s activities related to their goods, rather than over-paying or under-paying for those costs. The package would ensure that Customs and MPI can deliver their current level of services in a financially sustainable manner. As a result, separate rates will be set for both sea and air shipment.
Below are the fees changes that will most impact the activities of Clemenger International Freight and its clients:
General entry transaction fee currently: $81.25
From 1 July 2025 until 31 March 2026: $92.87
From 1 April 2026 onwards – Air: $51.81
From 1 April 2026 onwards – Sea: $118.44
MPI’s Biosecurity System Entry Levy (BSEL) will not change, their fee has been included in the above figures.
