21 Nov Quarantine holds – Brown Marmorated Stink Bugs (BMSB)
We are now experiencing additional issues where some cargo (including FCLs) is being flagged by AQIS and held for compliance checking for BMSB. This is now being done with random checks on shipments that are NOT from the Target Risk Countries or are not Target High Risk Goods.
In some instances these AQIS holds are not identified until on or after vessel arrival, and are then subject to AQIS administration delays. When this happens, cargo must remain held at the direction of AQIS usually at the wharf/terminal.
We have already experienced instances where the wharf terminal operator will not extend any additional free storage time. If this happens, wharf storage charges are most likely to occur.
Clemenger is working to minimise any exposure to the consequences of these new AQIS checks, however with not consistently getting prior timely communications from AQIS we are not always able to pre-empt the effects of shipments being placed on hold.
The BMSB season will still apply for shipments that will leave origin ports up to 1st April 2019.
